Sorry to hear you also have people in uniform that like to think they are more important than they, in fact, are.

I have just checked the box and paperwork that came with my EE from the French supplier. All the paperwork is in English except for the invoice. The only thing with a CE mark is the charger, just like yours. As far as I know - Germany may have some local regulations - battery operated equipment need not have a Declaration of Conformity if it has a FCC part 2 Section 2.1077(a) certificate. The power supply/charger will need a CE mark and I'm surprised the US one doesn't as they are universal units that only need a change of power cable to be used anywhere in the world.
