Unless you get a used/refurbished Kindle DX, it's going to be way over your budget, as it's $379 new. All other 9.7" e-ink readers are a similar price.
Also, what country are you in? You probably will get better advice on how to reduce shipping costs by stating your location, or by posting to a forum for people in your country.
