I suspect it helps get them "borrows" while in the KLL, rather than "buys" at a low price - since they are making $1.70/borrow this month and likely to remain high for a while, they lose money if someone buys it, instead (esp at any price under $2.99, which drops their reimbursement to 35% instead of 70% after delivery costs).

I know I won't "waste" my one/month borrowing privilege on a 99 cent book ....
