We said the legal status is uncertain.
Also, the Library of Congress issues administrative rules which lists exemptions to the anti-circumvention provision every few years.
There are several areas where it is clearly and explicitly legal in the US, so your understanding is clearly not complete.

In the vast majority of cases, it's not a matter for a criminal lawyer. Copyright violations (and the DMCA) are usually civil matters. It'd be nice to hear from an Intellectual Property Lawyer (and if you'd like to hear from one:
