Not really.
There are no Constitutional provisions that indicate that passing into public domain is a one-way street. PD is also a lack of protection, not a transfer of ownership.
There also isn't a requirement for people who previously acquired PD distribution of those works to destroy or give up their copies. The limitation is on redistribution.
E.g. the schools that previously performed "Peter and the Wolf" don't own back payments, they just can't perform it now without paying fees.
