"Can you determine who keeps fish?" to me seems to be two questions;
A. Can you determine something?
B. Who keeps fish?
Only Anh can tell us which she was going for.

Sort of like "Why is the sky blue?" Another two-part question.
Theologians have been asking the question; "Why?" for years and getting a multitude of answers that are all at differing levels, so we can skip that part of the question, unless we too want to spend years on it.
And the second part; "Is the sky blue?" Well, yeah. Just take a look at it...
