They're presumably sharing them with their kids. (Again, potentially in violation of the TOS that says "for personal use only," but nobody's ever going to challenge anyone on that for sharing with very small children.) The vast majority of both website and software TOS's say that a person has to enter a legal contract with the site/software company--which is limited, in the US, to people over 18 years of age.
