Unlike regular ebooks, Mobipocket dictionaries have 3 language parameters:
Document Language, Input Language and Output Language.

AFAIK, Calibre can only change the document language, but not the other two language parameters. I.e. changing the document language of a dictionary usually doesn't help, because the Kindle selects the lookup dictionary based on the input language. (At least that's the case with my Kindle Keyboard.)

You can check (and modify) the language parameters of a dictionary with the latest version or the Java Mobi Metadata Editor.
