I had a friend in college tell me when he was a bored teenager in a small town, he'd steal the magazine postcard inserts from the local store's magazine rack and sign up his "enemies" for magazine subscriptions. I actually had that done to me (I suspect by neighbors I'd called the cops on) in the last few years.
Imagine today's digitally savvy teens...I could imagine them uploading a few hundred books with their "hated neighbor's" name in them!

Teens don't need internet access. IMO, nobody under 18 should. Teens lack the responsibility and accountability to be given access to the internet. In fact, the only thing they seem to be able to properly handle is four hours of homework every night and maybe offline video games.
