I completely agree with Mr. Costolo.
Thing is, the global companies in question are based within the country that the legislation would cover, thus directly impacting them, and potentially the world. Based on what I know of SOPA/PIPA and how the 'net works, if a site in the US gets blocked in the manner discussed, that block could potentially propagate to non US DNS servers, thus taking it down for other countries as well.
