1. Yes. Register your B&N account with an US shipping and billing address. Any valid US address will do, just Google something. The credit card address it not checked, so your own non-US credit card will work fine.
Install an US VPN like Hotspot Shield (free) or Always VPN ($8.50) on your PC. To buy books first start the VPN, when the VPN is active go to the B&N website and buy the books (or magazines/newspapers/subscriptions). Books that have been bought can be downloaded anywhere in the world. So if your Nook Touch has a Wifi connecton just sync your library and the books will be downloaded to your Nook using Wifi.
2. You can use the USB connection to sideload your sister's books to the Nook Touch. You will have to unlock the first book with the credit card number and name of your sister's credit card. Your Nook Touch should remember this information for the other books.
Your sister can just email you the ebook files or give them to you another way. I do not know if magazines can be shared this way.
3. The cloud is just for content bought from B&N. But you can read ebooks files that are on a micro-SD card, so you could perhaps read books on different devices that way (just put the SD card in different devices).
