Lord Scandal by Kalen Hughes, appears to be a Regency-set f/m historical romance, free courtesy of publisher Kensington's Zebra imprint.

This is the 2nd in a series, with Lord Sin being the 1st, and one of the reviewers complains that characters from the previous book show up all over the place and steal screen-time from the leads, so perhaps you may want to read that one first if you care about possible spoilers.
