Yes; some motherboard DO offer 2A USB ports, and I believe USB 3 is also meant to support more current than previous USB versions do.

There seems to be more to it than that. I charged my Android phone with the Kobo charger once, and a car (automobile) shaped icon appeared on the icon bar.
