This isn't just something that happens in Dolphin but I have experienced this with other Android browsers as well. Sometime there are problems with scrollbars in Android (e.g. the scrollbar in Android with another scrollbar on the long webpage itself). A workaround that usually works is to zoom in the page a little and it should then be more scrollable and controllable. This can be accomplished temporarily by double tapping the screen or set permanently: Menu --> More --> Settings --> Page Content Settings --> Default Zoom --> Close.
