Smashwords definitely does. I just always check for reviews elsewhere to try and see if the book is decent. (Only because there are often 100+ reviews of a book on Amazon and under 5 reviews of the same book on Smashwords.)

Many authors selling their books on their own websites do too. Michael A. Stackpole comes to mind but you probably wouldn't like his stuff (fantasy/sci-fi).

+1 for BeWrite. Never been disappointed there.
