I think NWC is actually taking advantage of the KDP thing to promo their freebies, since they don't show up in the official Time-Limited Promotions listings in Amazon and all the ones thus far have also been KLL selections.
They're probably one of those reasonably desirable small publishers/imprints that Amazon's not forcing the exclusive upon (I think they may be affiliated with FT Press/Pearson Prentice Hall since IIRC some of their business shorts being collected into one of those FT Press collections we once got as a freebie).
