I read this as more about triggering Calibre from anywhere in the computer's file system to convert a Mobi to an ePub, i.e. adding a facility the way you indicate via the registry.

If you convert a book via the CLI, it is not automatically added to the Library. That is another step. That was my point that indiscriminate messing can mess things up
Even if you use Calibre tools to do so.
