I'm not sure how it works with large publishers, but small/self-publishers who have the 70% royalty option have to pay an ebook "delivery fee" (whether it's via wifi or 3G). It's deducted from the list price before calculating the royalty, and it's based on file size (number of megabytes). In the U.S., the delivery fee is $0.15/MB. There is no such fee for the 35% royalty option.
