No Limits. It is Open Source software.

The content server has no (reasonable, simultaneous ) usage limits.
The content server serves books to a standard Web Browser (PC or enabled Device).

The issue you may have is Copyright limits on how many copies of the book may be in use at the same time. Calibre has no check-out or check-in functionality.
