I can see these promotions working one of two ways:
1) Amazon has an agreement with the publisher where they agree to split the cost of the discount in which case I am sure the publisher limits the number of discounts that can be given
2) Amazon is absorbing the entire cost of the promotion, in which case I'm sure they want to control the costs so it makes sense to put limits in place.
