Yes, actually that is the way to do it. Endnotes are done with links and anchors. It doesn't matter if the actual endnote is in the same chapter or another chapter. Please make sure that you make it two way, so the reader can easily go back to the text after reading the endnote. Please be aware of the differences between XHTML and HTML. You must use id="" instead of name="" for identifying the anchors.
