Are you saying there's a bug, or asking if the data in my database is inaccurate?

Either way, it's a PEBCAK problem. Unfortunately I don't know how to fix it.

I have an author called Amy Stewart, with sort Amy Stewart. See attached.
If I edit the metadata, and click the button between the author and the author sort, it updates the author sort to Stewart, Amy, which is what I want.
If I then click and hold the button, and select Manage Authors, and click the Recalculate all author sort values button, the value is changed back to Amy Stewart.

Any idea how I update all author sort values to lastname, firstname?

There are 2 Author Sort places: 1) the book, where you tried to fix. 2) The Tag Browser (think Master override). Right click the author in the tag browser: Select Manage Authors. Make sure this is correct
