No.
That is only half right.
Neither of these parties will want to explain that there are many writers selling their work in digital form (with which the purchacer may do as they please). However these two players wish to rent the public works for a time, but misrepresent that lease as a "sale" to the public at the time of the transaction. It would shatter their business model if the marketplace were clearly labeling which works were being sold and which merely rented.
