I just started reading books 4 and 5 simultaneously. Just going back and forth, one chapter of one and a chapter of the other. So far I've read about 5 chapters total and only one has been about a character we've previously seen before (Tyrion), so I can understand a little of the frustration people felt at these two books.
However, the writing is still good and I'm still invested in what's going on, despite having to figure out where we are and what's happening at the beginning of each new chapter.
