I am no expert so take this as reply as a couple of things to try.
1: Convert the pdf to a word document is acrobat pro. Open the document in Word and save as Web Page Filtered and try an ePub conversion on that file.
2: Download Sigil (free ePub editor) and use that to insert your images where you want them into your ePub file.
