It was possible to lend ebooks on libraries in sweden long before there was any e-readers available in sweden (and it might be before any real ereaders was available at all, not exact sure when it started but it started with PDF and also some audiobooks and stuff like that). The fee is from that time and therefore it is so high. It will prob be lowered quite dramatically.
