I could be wrong, but I believe the $3 lending charge was negotiated by the Swedish publishing industry in order to curtail e-book lending. The libraries figured that people would borrow an e-book around four times a year totaling $12 on a yearly basis. There is nothing similar to Overdrive in Sweden so libraries can only lend with automatic expiration. The truth is that most e-Book reaers are probably imported on an individual basis, hence both libraries and publishing industry was grossly uninformed about the actual amount of available reader.
