The way I see it, it is the presence of the .tgz file on the .kobo directory that triggers the update. If all goes well, even if you get disconnected before you're done the other files should still be three when you reconnect which would allow to only upgrade once all the files are there.

Also, you do not need to factory reset, or load another version before re-installing 1.9.14 as the upgrade process will be triggered regardless of the version that's already installed.

But somehow your disconnection problem sounds more like a HW issue to me than anything else...
