Because it sounds kind of like this situation in General Discussions where someone tried to buy an unusually large amount via Books on Board, and got the payment held for examination or whatever, and his bookshelf locked until stuff was cleared up.
If it was just that I don't think my Bookshelf would disappear and not being able to get even free books which require no payment method unless the eharlequin account is locked but I can log in and do everything but Purchase books free or paid and see my bookshelf.
