Just extract the content of the 1.9.14 zip archive file, preserving the directory structure, and eject/unplug the device. The downgrade should occur automatically after that.

Thanks a lot for your help, i just downgrade my Kobo back to the 1.9.14 and it's working fine, the double tape issue seems gone and it's fast as it was before the upgrade.
I won't be upgrading anytime time soon.
