That is the kobobooks.com home page, not the Kobo Desktop which is the application you need to download and install on your PC to sync your Kobo. You can find the installation file for the desktop application on the website in the "Free Apps section.

Also, once the Kobo is connected to the PC, it should show up in the Eplorer as a USB drive that you can drop files on.
