Oh, it's definitely an epic fantasy first and foremost (haven't read this myself, but familiar with Nazarian's short stories in
Sword & Sorceress).
I just put the maybe-romance in because she's kind of got a florid style and it also looks like the kind of thing that comes with a strong shippy subplot, like Lois McMaster Bujold's "Sharing Knife" books or N.K. Jemisin's "Hundred Thousand Kingdoms" and some people like to know about that so they can be sure to pick up/avoid according to their personal prefs.
