Do you actually need to use UTF-16? I doubt it.
Are the files actually encoded in UTF-16 - rather than just specified? You'll gave to check.
Do you want things to actually understand your documents? Well then I doubt it's a good idea to be using UTF-16, because I'm pretty sure nearly no readers will support it.
