The characters name was Count Dooku.
Doukan (dou kan) means (and someone feel free to correct me, my Chinese is very rudimentary) something along the lines of, 'to see many'.
It's not related to the Star Wars character at all, unless they renamed the character for the releases in China.

多看 Duo kan. The first character means many or plenty. The second means to see or to look at. So it can stand for "to look many times" or "to see in different ways". In this case they obviously wanted to hint at the second meaning.
