I see that is exactly the problem I am having. Using that tag causes a page break after every paragraph. The behavior I am trying to get is that it page breaks only on a special paragraph tag. Where if the <P> has the attribute
<P STYLE="page-break-before: always"> then it should create a page break.

I'm using open office to create this HTML file. The attached file is not the original file, (much smaller) but behaves just like the original file. I've also attached the generated LRF. The expected behavior is that there is a page break before each H1 tag. In the original file, <img> are used as new chapters and not the typical <H1>. So I cannot key off of H1.

Thank you
