Oh. Unfortunately, there is no adb driver yet. Somebody would need to adapt the Google-supplied one to the Vox. Should be simple.
It's even easier, though, to get any linux distribution on a pendrive. Or visit a friend. It's a step that might take an hour, but after around the 6th app you install from the market, you start saving time.

Your Vox is not 'recognized' because it doesn't have the market installed. Has nothing to do with Canada. How would you want Google to know that you have a device if you don't tell them?

If you want to sideload, then google is your friend. If you're fed up with searching on google and sideloading, then adb or root and install the market.
