PDF is a portable document format designed to move work and graphic documents between work devices. It is not designed for eBook format and was never intended to be either. It will lock everything in one place based on the size of the page, and PDF conversion into MOBI or ePUB formats leads to oddities.

Best bet and I've done this with two graphic/narrative hybrids with my graphic novel fabula and illustrated children book unconditional. Is to work with a basic word document and center your images in anchored on the page where the text goes. Use Pubit to convert the document and then Sigil to tidy up the conversion. All images must be set to 100% width, which means they will resize to whatever size screen you view your eBooks on. You cannot, and I repeat cannot do left or right text flow at the moment as the nature of eBooks is dynamic not fixed.

It isn't easy, but can be done with a little patience and you have to compromise, as this is not a print book you are working with.
