THe error always came from the credit card verification department when I tried to buy things from my nook. I would really look into her local library, I haven't had to buy a book for many months, although I am thinking about getting my mothers library account info, her library is much better.
Last October B&N changed its policy. If you have an US credit card you can now buy ebooks anywhere in the world.
