1st thing I would try is a different USB port (either on that computer or preferably a different computer). If it isn't recognizing 2 different readers sounds like a computer hardware issue rather than the reader.
If that doesn't work/isn't possible, try a different USB cord to connect it.
As previous poster said, make sure you click the MANAGE LIBRARY option rather than keep reading on the Kobo itself.
Is the light in the top right (assuming this is a Kobo Wifi or top on Kobo Touch) lighting when you plug it in? If not then definitely sounds hardware and likely USB port on computer or the cord.

Exactly what steps are doing to connect it and what is it saying? More details may give us a clue to other things you can try.
