It depends!
If the revolver used the full moon clips vs the semiautomatic with spare magazines. The revolver can be loaded faster than one not using the clips, but methinks the semi automatic will win, speed wise..
Now reloading individual rounds, into the revolvers cylinder or the magazine for the semiautomatic if one wants a full cylinder or magazine. The revolver will win the race. (Cylinders hold fewer rounds)
But if all that is needed is one fast shot, the semiautomatic will win, because the user needs only to drop one round in the chamber and release the slide, aim and pull the trigger.. With the revolver, one could put one round in the cylinder but then you have to index the cylinder so the gun will fire with the next trigger pull.
