If you fully quit the app and launch it, it will sync, if you background / suspend the app and leave it alone for ≥ 1 minute and then resume it it will sync. In both cases you will see the library display the "Updating" banner at the top. You can manually sync by pulling down on the library just underneath the title bar (Pull to Refresh).
