You misunderstand the change. Applications can use as much space as is available, but data that can't be purged now has to be specifically marked as such by the application. It's to allow the o/s to optimize the available storage when space does start to run low - this change allows it to know what data can be tossed overboard, and what has to stay. The issue is that apps have to be modified to take advantage of the new facility.
