Been making use of this offer, but some of my purchase for some strange reason got canceled and refunded later in the day.
Google emailed later and said that they appologised for this and they have made all those apps available to me again at the 10 pence price for a short period to repurchase in my "My Apps" list in the Market.
Nice of Google.
