I generally just have one bookmark and no notes, and the Note list just says, "There are no items in this list," and won't let me interact with the drop-down box at all, which looks set to "All Types" already.
The next time I bookmark a page, I might try adding a note with a single letter or something and see if that causes my bookmark to appear in the list.
