As a Canadian, I can purchase French, German, and Spanish language (and presumably other that I haven't yet come across) e-books via both Amazon.com (set to Canadian region) and Kobo (automagically geo-restricted).

Provided the publishers have made said non-English language books available to Canadians in the first place.

On the left-hand side of the Amazon Kindle store sidebar, there's a section for "Foreign Language Books" which does auto-listings for Spanish, French, German, Italian, and Portuguese, with subcategories shown in English. There's a bunch of public domain classics in each language that the OP could always load up for her sister.
