If you're really concerned about tracking send it via Express Mail. Personally, I would send it Registered First Class Mail International. Registered Mail is probably the safest way to send mail overseas. DH and I ship a *lot* of small packages overseas and when we want to be absolutely sure about it getting there (or we're mailing to Russia) we send it registered. Registered Mail is an additional $10.50 so a 2-1/2 lb package to France would cost around US $30 to ship.

You can also ship Priority Mail International, it would cost about the same as a Registered First Class Mail International package but tracking is provided to most *major* destinations. Generally what we see from that tracking is the point of origin and about 50% of the time we'll see that it's delivered.

You will generally pay much more shipping via FedEx or UPS overseas. If you decide to ship with the Post Office be sure to go directly to the Post Office, if you use one of the third party shippers such as Mailboxes Etc then they will add a substantial surcharge to the Post Office fees. It's perfectly legal since you are mailing out of the country.
