Norwegian libraries haven't really started with e-books yet. A couple of libraries in Vestfold(Drammen, Kongsberg and Nore og Uvdal) have been trying it out for a while. I don't know how many/what kind of books they have, since you have to show up in person to register. Some other branches are starting a trial soon as well, but I don't remember where(Vestlandet?)

There's probably going to be a while before they have a decent English catalog though. But if you live close to any of them it could be worth checking.
