Yes, it is a hardware issue, and could be a potential problem.
Whether to hold back, or not depends on how conservative you are. It all boils down to the fact that if you erase your flash memory a lot, it will go bad anyway. So if you are going to be flashing your firmware often, it doesn't matter what you flash it with, and it is going to wear out and bring out as bad any marginal blocks in the chip. And there is nothing the software can do to prevent that.
On the other hand, all these chips have a reservoir of spare blocks (I think in this case it has about 200 spare blocks, although I'm not sure), so it should work for a reasonably long time.
My rule of thumb would be: Don't reflash unless you need to. If you can live with your PE right now, hold using this update until you need to reflash or if you run out of space for apps and can't wait to install more.
