Penguin did not stop allowing its books from being loaned when the hacking was probably most prevalent, before Kindle versions were available. If Penguin wasn't throwing a temper tantrum, then people would not have to worry about removing DRM to borrow books from the library. Now, the problem is going to be even worse because people have gotten use to borrowing books from the library for their Kindle and are pissed that Penguin has pulled out.
