It sounds like you are looking under the skirts of the calibre library.
when you send to device / Save to Disk, you can include Literal or template field folders in the Template.
Since {Language} is not a predefined field, you need to use the Template language or just set a Literal value in the template before you send that language
{authors}/{title}/FR/{title}
